When they are certain they will not lose concentration for more than 5 seconds.
When the traffic is stationary or not moving at less than 20 km/h.
When the vehicle is parked with the engine off, or when the mobile phone is in a commercially designed holder and fixed to the vehicle, or when it can be operated without being touched.
Any time as long as one hand remains on the steering wheel at all times.
